David Baker is an Executive Committee member and Group Chief Risk Officer of AXA UK&I, where he leads a complex Risk, Compliance and Actuarial function including AXA Insurance, AXA PPP and AXA Ireland. He has held transformative Chief Risk / Compliance / Regulation roles at leading large-scale PLCs, private and PE-backed groups and joined AXA in 2019 from Direct Line Group PLC where, as Chief Compliance Officer, he was instrumental in shaping its journey from an insurance division of RBS Group PLC to a standalone FTSE-100 listed company.
Previously, David was a senior regulator at the FSA and Head of Practice at the Financial Ombudsman Service. At the FSA he created and led the Retail Customer Intelligence function and designed the FSA’s framework of product risk, helping to pioneer the groundwork for the regulator’s Treating Customers Fairly approach.
He has additionally been Head of Group Regulatory Strategy and Policy at Prudential Group plc. He has led programmes of research at the FSA into the impact of an ageing population and for Barclays Group plc to inform its global economic and social impact.
Throughout his career, David has held non-executive board roles. He is currently a NED and the Audit & Risk Chair of the Association of British Insurers, having previously chaired its Conduct Committee. He has sat on the boards of the Insurance Fraud Bureau, Direct Line Legal Services, National Provident Life Limited and was a Trustee of the Pearl pension scheme.
An economist by background, David spent his first career decade advising governments and international aid programmes in emerging markets before moving into a second career in financial services. He has deep experience of large-scale customer operations, risk, compliance, listing, conduct, governance, and transformation.
